Road District

BELLE MER ROAD DISTRICT

Background information:

The main purpose of the road district is the maintenance of the road surface, drainage ditches and culverts that control surface water runoff. In addition, the road district contributes $1,200 per year for landscaping to maintain shrubbery along the road. This sustains the line of sight for the safety of our community by giving pedestrians, cyclists, and skateboarders on the streets and the vehicles sharing our streets the ability to actually see each other.

The Belle Mer road district includes all of the roads that are fed by Oceanview Way exiting 101.  The road district serves Bella Beach HOA  and non HOA properties.  These are often located across the street, or next to each other. It is difficult figuring out when the HOA CC&Rs can and cannot be applied by the HOA.

The road district owns the right of ways and are separate from the county.  The board members of the road district are volunteers. It is a cost-efficient way for local control of local issues.  The district is not an enforcement agency.

Street parking is dictated by the fire marshal.  Fire lanes are determined by the width of the road. If the road is too narrow then both sides are restricted, wider roads may have only one side, while even wider roads have no restrictions.

The limitations are laid out in a street map showing the “fire lanes” within the road district.

Note: All applications for aesthetic changes should be submitted to the ARC. The Belle Mer Sigl Road District owns and manages property along HOA roads and has authority over proposed improvements to those areas. The ARC will receive all applications for work and will forward those under the jurisdiction of the Road District to them.

The ARC application form is available here in PDF format.
