New Rules for Bella Beach

Dear Homeowner:

As you recall the summer of 2006 was a busy one, with many homes full to capacity or more. By August of 2006, the Board had received enough complaints from homeowners, renters, neighbors, etc. that we formed a “Rules Committee” (for lack of a better term). The committee was comprised of Dave Loverink, Jadene Strensland and Pam Getty.

The first order of business was to send out a questionnaire to you, asking you what your thoughts and concerns were regarding our community. We were grateful for the overwhelming response. The first message that came over loud and clear, is that we all love Bella Beach and want to preserve its beauty and tranquility. We received many suggestions from you as to what direction you would like the board to go, as far as rules.

Here is a brief synopsis of your concerns:
1. Loud, noisy parties (with drinking and many people)
2. Weddings and private functions in the parks.
3. Too many cars parked along the street/too many renters in one home
4. Too many dogs not cleaned up after
5. Not being able to reach Property Managers or owners in case of emergency.
6. Hot Tubs (late noise, drinking, talking).

In October we held a HOA meeting, and at that time presented a draft of the rules. There was much discussion at the meeting regarding the rules and how we should address certain issues. From that meeting, we listened to what all the owners that were there suggested. We then we drew up a final draft. The final draft was accepted by majority vote of the Board on Saturday, January 6, 2007. This took some time to adopt as the Board hired an attorney that specializes in Home Owners Associations (Brian Green). He made changes where necessary to make sure that the HOA is following all the correct procedures and that the rules are inline with the Bella Beach CC&Rs and Oregon laws regarding HOAs.

The board realizes that installing “rules” may be an arduous task. But we are listening to you and hope that by adopting these rules, we will all live in a harmonious environment. With the increasing popularity of Bella Beach, we strongly feel that it will now be up to all of us to preserve the beauty we have here. We feel that since eighty percent of the homes are used for rental purposes it is even more important that we establish guidelines and expectations for our property managers, renters and owners.

Thank you for all your thoughts, suggestions and ideas. It was from these thoughts and suggestions that we adopted the rules and expectations for Bella Beach. How lucky we all are to have a piece of this beauty.
